The scouting for day1-day2 drafts has been atrocious. Either that, or Grier didn't listen. Probably a combination.
Champ, say what you want about his GM qualifications, has spent the majority of his career in player eval, and the first thing he did was clean house at the top of the scouting department. I'm sure there was good reason.
