Web host recommendations

This is directed primarily at the IT professionals.

On the advice of my employment advisor, I've decided to start a webpage that may generate work for myself in my profession, city planning. My only experience with starting a webpage has not been positive, not a single comment.

Which web hosting service would you recommend?

Oops, forgot to mention, it has to be free. I get into issues with electronic payment since I don't live in the US.

No such thing as good free hosting. There is barely a such thing as free hosting. I'd suggest visiting the DevShed.com forums, and getting to know some people. You may find a major host and be able to slide a small account out of him.
