I heard this morning on ESPN that's how it would go............loss of draft picks makes the most sense as fines aren't a big enough deterrant IMO.

I believe it also keeps you out of the Free Agency aquisition. If you cant pay the guys you have and keep it under the cap, you arent gonna get anybody else.
