What if Tua doesn’t enter the draft in 2020?

If Tua doesn't enter then it just depends on the evaluation of the other quarterbacks and Rosen. I feel like the team has already made the decision on Rosen, though. Maybe Miami goes BPA, pass rusher perhaps. Fromm with one of the other first rounders? Something like that maybe.
