I'd call it upgrading the talent base
It had slipped the last few years. When I looked at our roster late last season, it had more pure journeymen or unproven players than I can ever remember, and I've been a Dolphin fan since the late '60s.
The NFL is so ridiculously balanced of course you can make huge strides in one year. But to join the elite teams you need everything very good or one important aspect very great. We're not close in that regard. Just do the right thing for two consecutive drafts and offseasons and we may get there.
