What is the criteria for getting compensatory picks?

We never seem to get any of these picks and the JESTS have about 6 of them. Is this based on the Free Agents we lose, just trying to figure out how some teams get so many of these compensatory picks.

The formula is based on multiple areas concerning last seasons free agents lost, free agents signed, the value of those free agents and their production. So if your lose four free agents and sign two you may get compensated. Also if a team loses two high priced free agents and signs two back of the roster free agents they will likely also get compensation.

It's not as unfair as some people claim, but what concerns me is some of the compensation is greater than the value the team would have got from trading the player.
 
So does this mean we should get a high comp pick net year for losing Solai to the Falcons?
