who gets the 1st overall pick

If the Dolphins and Colts are tied for the worst record in the NFL at the end of the season which one would get the 1st overall pick? How do they determine that?
 
We won't know who would get the nod until the season is over because it's determined by your opponents win/loss record at the end of the season. So basically we want to get beaten and then have all the teams that beat us lose all their other games, except if two teams who have already beaten us are playing each other, then it's just a wash.
 
At this point you may as well throw AZ and StL into the mix too. Also keep in mind that it's unlikely that Tebow and the Donkeys will facing the kind of suckage they did yesterday......since as they say "On any given Sunday....."
