O'Connell has been in the league for 3 years, drafted by the Patriots and cut, signed by the Lions and cut 5 days later and had a short stint with the Jets. He was out of football last year with a torn labrum. The guy has no upside, he's reached his limit. Pat Devlin has a lot more upside than O'Connell, there's room for a lot more growth.
