The reason players get sent to the CFL (and NFL Europe) is to develop their skills and gain experience. Ricky Williams obviously doesn't need this extra help. Infact the injury risk plus the wear on his body will outweigh any advantages he'll gain by continuing to play in the CFL.
Though the Dolphins might want to increase his trade value. However, the ONLY question about Ricky Williams is can he stay on the field. The ONLY thing other teams are concerned about is can he stay away from drugs and not get in trouble with the league again. There is no doubt whether he has the talent. He is a proven 1800+ yard runningback. Sending him to the CFL will not do anything to increase his value.
So from the Dolphins' perspective, there is no good reason to let him go to the CFL. But then again, the Dolphins aren't evil, so they might just make their player happy. (Unlike the Titans)
