Why don't we value the TE position?

Practically every draft and free agency period, I get optimistic that surely we are going to draft or recruit a top Tight End prospect, but it never happens. There have been a lot of good TE prospects in the draft and free agency, but invariably we pick additional OL prospects who don't work out. Anthony Fasano is OK and would make a decent #2, Clay is an interesting 6th round prospect but more of an Hback, but I yearn for a bit more. Other teams select good prospects or go out and buy them. Last year New England spent 2 high draft picks on Grodkowski and Hernandez and both look terrific. Could someone explain to me why Ireland/Sparano don't seem to value the position. Is this one of Parcells' golden rules?
 
I think the biggest reason is the majority of the TE's that the people on here like don't fit the power football mold that this organization is looking for. Without having to make a major trade, have there been many players that can block like Fasano, while still being able to be a decent offensive threat?
