Currently, Miami sits at around $15M in cap space for 2019 (not counting this year's carryover).
By rescinding DeVante Parker's 5th year option (9.387M) and cutting Andre Branch (7M in savings) that $15M cap number grows to $32M.
Miami currently has about $7M in cap space on the current season. With that carried over to the 2019 offseason, the Dolphins would have $39M in cap space.
It doesn't give them the luxury of going crazy, but if they want to sign several quality players, they'll have the ability to do so.
