Doesn't ricky's Drug suspension screw us?

If ricky returns, yeah, cool, but if he doesn't, aren't we screwed if he doesn't retire?

If you put him on the reserve did not report list, he still counts against our cap. Can someone please give me the scenarios here.

Ricky can't just wait until week 4 and retire, can he? Then he has effectively served his suspension.

I am somewhat confused about this latest revalation.
