This just in from ESPN Radio and Mort
Mort just broke the news on ESPN Radio that Ricky signed a letter last week from the NFL and returned it to the NFL . It says since he retired he is no longer subject to the NFL drug policy. And can't and won't be tested.
So, if Ricky decides he wants to return come September (for example), then that is a 4th violation since he hasn't been tested sine the 3rd failed test and has signed this letter, and it means a 1 year suspension.
So, Ricky can't return this year! He can't play in 2004. Miami still owns his rights. And if/when he does come back (in 2005 or after)......he still has that 4 game suspension.
