What does it mean if a draft pick does not accept a deal?

I don't think that's correct. If it were, Eli could've skipped the draft and signed with the highest bidder. If you don't enter the draft and you want to come into the nfl...I believe you have to enter the supplemental draft. If you want to skip the draft completely...As someone else said I believe you would probably have to sit out a couple years.
 
But then sign and trade would be possible for SD and Rivers. Sign small contract with SD, get traded with the understanding that a new contract would be given on the new team? I'm not saying it will happen, I was just curious..
