That means that the NFL was planning on punishing him and listening to his defense, then rendering a final decision. The fact that it was even leaked proves that this wasn't something they were going to let "slide."

Your first offense is a fine and drug rehab

The league can hand down a more or less sentance for any of the occourances but those are the guidlines they usually follow, or at least to my understanding
