Why do we pick 4th and not 3rd?

Texans and Falcons both finished 4-12, Texans have higher pick due to tie breaker. In those scenarios the picks swap between rounds. So Texans would pick 3rd in first, third, 5th and 7th round. Falcons would pick 3rd in second, fourth, and sixth round
