Veterans minimum differs based on the their number of years a player has in the league and as TeeMoney said above it only counts as $450,000 against the cap which obviously gives teams the incentive to sign veterans as opposed to keeping all rookies at the end of your roster. Also, TeeMoney, I agree with every point that you wrote.
