Wasn't this expected? Carolina wants to resign Gross so they can use the franchise tag on Peppers. This way if Julius signs somewhere else they can get something for him.

Wow, how can they do that.. they're on the books right now for $108 million plus 9 million for Gross equals 117, which leaves 7 million, that's not enough to franchise peppers without making some very steep cuts, plus FA and drafts picks need to be signed. They would have to glut their team to do this.
