Months, Straight from the horses mouth in an interview with New Orleans press:

As far as his shoulder is concerned, Brees said he is two months removed from surgery that will take 6-7 months to recover from. He said he didn’t anticipate any long-term effects.
Brees was a Pro Bowl player in 2004 and has emerged as a top quarterback despite the fact that the Chargers drafted Phillip Rivers two years ago to take his place.

He won't be 100% until September, the season's start. He can begin throwing in May, training camp.

All this is exactly what was anticipated. He'll get some light reps in TC to learn the offense, most likely will play VERY little in preseason (less than most starters) and take over full tilt for Week 1.
