Animated or regular you should be able to post it in post image selection. Right next to the smiley face.
If there is an obscenity in the link to the gif the swear filter will pick it up and it won't post.

Right click on the image to get the copy image address code . That is what you paste in the square box next to the smiley face at the top.
For videos like U tube , Facebook posts or tweets use the media box next to it.
