Unless he has already downloaded a file from that site in the last hour. If that is the case then he has to wait an hour before he can download another file from there.

Try the Rapidshare link for a direct download. If you're using a bittorrent client, what you're downloading is the torrent file itself. Start up the .torrent file in your bittorrent client and it should begin downloading.
