He has started 13 games. Not of the bench. 63% doesn't cut it in the NFL. Same he had in college as well. Just not a accurate QB.
Off the bench, in relief of the starter. Like Skylar. That is not a measuring stick.
The measuring stick is after 3-4 of starting, whatever the contract is, and the question is not whether the completion percentage is 63 or 66 percent but whether we are competing for superbowl.
A QB like Milton, or Hooker, or Rudolph needs to be a starter and be given his window, like QBs who are given their 3-4 year window but were worse talents, like Will Levis, Tannehill, Darnold, etc.
