One of the key things I took out of that interview is what he said about the receivers. Obviously he places catching the ball consistently as the top priority for a receiver, whether that be a WR, TE or RB coming out of the backfield (as he mentioned Miller needing to get more consistent catching the ball as well). This should help Bess and Hartline stick but the rest of the WR core is going to need to step up because no one has shown any consistency catching the football and the last two OTAs that were viewed by the media has had a lot of reports of B.J. Cunningham dropping a lot of passes.Speaks about Miller and the reciever positon.

Philbin gives insight to the draft too. Basically Philbin signed off on every pick with Ireland. So far so good with this team.

He didn't say that. He said, "if asked, I certainly offered opinions". That is not "Philbin signed off on every pick..." The "if" to me means that Ireland may not have even asked him in some cases...
Philbin did not have the time to do any reseach on college player nor is that his job. He probably gave Ireland positions he wanted to address and let Ireland pick which players did that best. Ireland has the scouts and info not Philbin. I doubt Philbin had much input other than position needs. Same as most head coaches.
