when do when do find out if we get any and who knows if we will or not
 
I can't give you an exact date, but it will be the week of March 23rd-29th.

I think we will get one or two picks. I have been told that the new CBA requires there to be at least 255 picks per draft. With the normal selections, plus the 32 compensatory picks that puts the draft at 253. They then fill the spots by starting the order over meaning Miami gets an extra 7th rounder automatically at spot 254.

That is what I was told and have been under the impression. Though I was looking over the 204 page CBA, and I can't find that under the draft section. I do think it is true, but I must be missing it in the CBA.
 
And as Nublar said, there are few extra picks to ensure a minimum number of drafted players. Due to the 2 supplemenal draft players acquired last year and 1 big cheater, there are a couple of picks at the end of the 7th round to be awarded to the teams with the worst record(like us).

Let's try to make a approximate calculation,
Phins free agents signed in 2007:

The final count is 7 signed, 8 lost.
Remember FAs not signed by any other teams do not count and that signed players that were cut by another team also do not count (ie: Porter).
That should put the Phins in line for 1 comp pick.
Also to factor is that the height of the comp pick is depending froma complicated formula including playing time, salary and post-season honors. In that department FAs lost by the dolphins fare quite good, at least Morris, McIntosh Bowens, Minor and Barnes played extensively. In Miami, only Liwienski and Martin were starters, Worrell played more than expected while Feely is a Kicker.

So if these calculations are right, the Phins can expect 1 comp pick, whose height it tbd (but could be more than a 7th) plus yet another one because the draft has to last at least 255 picks and 3 teams are forfetting a pick. this measn that the Phins should get another one at the bottom, 254th or 255th.
That would bring the total to 9 picks, and the hope that the comp one is more than just a 7th.

I am not the ultimate expert but it's really the first time I hear this take.
What I always heard is that compensatory picks are based on the net between:
"free agents lost AND signed by another team" minus "free agents signed away from another team". Players cut before their contract would be over do not count in this equation.
I can be wrong but it's really the first time I hear otherwise.

You're not wrong gfran. Dolfan4life34 sorry but you're mistaken. Only expiring contracts are factored into the equation not terminated ones.
