Are the rookies who signed contracts (4 years) and were cut and later signed to PS on the 4 year contract or a 1 year PS deal?

It various from team to team but generally a player's contract is not in effect once he is cut thus he is signed to the practice squad at the going rate which is about $5,200 per week for the 2008 season.

Practice squad players practice alongside regular roster players during the week, but they are not allowed to play in actual games. They can be paid considerably less than active squad players: The minimum salary from 2008 to 2010 is $5,200 per week (2008-2010)[1] for 17 weeks, or $88,400 per season, in comparison to the NFL minimum rookie salary of $285,000.
