I have read here that the Dolphins have too much cap, is there a deadline of when we have to spend that money?
 
I don't know and if anyone does know, is there any penalty for not spending the money? Does the team get fined or something?

The rule is that a NFL team must spend 86.4% of the total allowed cap. The cap is set at $116 million per team for this season. If the Dolphins are in fact $21 million under that figure, it puts them at roughly $95 million or 81.9% of the cap. Miami would need to spend an additional $5.3 million to reach the salary floor.

Miami can easily eat this space up by signing some players(like Glenn), and extending some player's contracts.

I would think the deadline would be the same day as the final roster cut to 53 men. As for a punishment, I am not sure what that would be. Likely some sort of fine, but you can bet Ireland/Parcells are very aware of this issue and will have it all taken care of so it doesn't reach that point.

Yes they should. Though last week I read that the Dolphins and Carey plan to play the season with him under his current contract and then talk extension in the spring.
