Did Hickey have final say ?

While Hickey was in Tampa , Did he have final say as to who was Drafted ? Did someone else pick the players and handle the draft ? It seems to me i have read he was just in charge of the Scouting Dept.

This is true, but in the OP context, Hickey was not GM and therefore would not be able to draft someone without his GM's consent.

I don't think he had final say. I do believe he ordered the draft board for the Bucs so if they stayed true to the board then I would say he made most of the decisions on who to draft. If they deviated from the board then that falls on the GM. But these are questions we'll never get an answer to.
