Did We Sign All Our Draft Picks Yet?

Wondering if I missed it, but last I heard, Tannehill still wasn't signed? Is this true? What's the difficulty with the new system? I thought your contract was determined by where you were drafted?

Silly Question...These players that don't have a contract yet. Are the given a lil sumthing-sumthing to relocate, eat etc? I would assume they are given some sort of stipend. Does anyone know if this is the case.
