This is typical Bill Parcells. He is a guy that is all about the buddy system, all about if you scratch my back I'll scratch yours, that sort of thing. He gives a leg up to friends of the program all the time, whether it be interviewing a guy for a position even though you don't intend to hire him, in order to raise his league rep, or whether it be making an official inquiry phone call so that you get to inflate the interest in a certain player. Right now Scott Pioli is trying to inflate interest in Derrick Johnson. So when he asks his father-in-law can I say that the Dolphins called about Derrick, Bill says yeah sure you can...go get what you can for him.
I seriously doubt it goes beyond doing Pioli a favor...especially since the Dolphins and Chiefs have already transacted with one another three times this off season. Pioli needed a 7th round pick in order to grab TE Jake O'Connell. So what does he do? Calls up the Dolphins and says hey, I'm pretty sure our 7th next year will be higher than your 7th this year, so how about we swap? Usually, you'd see a team demand a 6th next year in order to get that deal done. But, we scratched his back. Later, he needs some OLs, Miami has some extra OLs, so we get that deal done, scratched his back again. But, we came calling back when Pennington got hurt. Hey Scott, we need a QB, you have one you don't like, you were trying to trade him for a 4th but that fell through...how about a 5th? He owes us, so he gets it done.
This is another example of Miami doing them a favor.
