i don't like the idea of having three people (the new GM , Philbin and Dawn) reporting directly to Ross. I still think one person should be responsible for final say on all football matter. Ross does not need to be involved in the day to day operations. Like Elway in Denver or Parcells when he was here.
Three leaders with equal power means no leader at all.

Yes it might not be the best set up for sure. If they don't all get along and work well together Ross would possibly have to act like a mediator or you have one person running to the owner and bending his ear etc. maybe that is why Ross was considering a Czar to be the top of the chart...but tend to think the more layers you have the worse things actually get.
