I believe it is the rule that determines a completed reception takes precedence over the rule that determines whether or not it is a touchdown. He had control of the ball and the ball was over the goal line. That is the touchdown parameters. The reception rule is if you do not come down with the ball it is not a completed pass. This takes the onus off the officials to make judgement calls whether people control the ball when they are in mid air. It's a good rule. Basically, you haven't controlled the ball until you are somehow on the ground...and in the act of getting to the ground you must control the ball. Since the reception rule is applied before the TD rule it is not a TD.
