It seems to me that the Phins' biggest needs are:
Offense: OL, QB, WR (OL and QB more important than WR)
Defense: CB
With Offense more in need than defense, I expect that two out of the Phins first three picks will be Offensive while one will be Defensive (a Cornerback).
So... Out of the first four picks I expect:

Obviously, though, it depends who is available when we pick. If we take WR Ted Ginn with our 1st round pick, obviously Brady Quinn won't be around by round two.
Ideally.. here is what I'd love to see and think is realistic:
Round One - Levi Brown OT
Round Two - Chris Houston or Marcus McCauley CB (dep. on who's avail.)
Round Two - Troy Smith QB
Round Three - Jason Hill or Aundraqe Allison WR (unless a higher prospect drops this far)
Levi Brown gives us the start of a left side to our offensive line again. This strategy seemed to help the Jets, who were supposed to be abysmal last year, but weren't. This was because rookie LT Ferguson was protecting Pennington. The Chargers had similar success with the rookie LT MacNeill.
Houston or McCauley would give us a decent corner, albeit a rookie who might get burned early in the season when he messes up coverage calls or gets fooled on play actions and WR double-moves. Long term though, it's our only other glaring defensive need right now (assuming Jason Allen has improved at safety after a full training camp). Also, both Houston and McCauley sport enough speed to keep up with most receivers in the league.
Troy Smith has his issues, including smallish height, only decent arm strength (not a cannon) and being a bit unpolished. But if he had it all he wouldn't be falling to the end of round two, now would he? He has enough upside and is enough of a winner to warrant the pick. He can develop while Culpepper's recovery is tested on the field (again), since MSith needs time to develop. BUT if the Phins know Culpepper is probably not going to regain his mobility, then we cannot afford a development project like Smith and probably go for Quinn in the first round. I hope not, though, as Quinn seemed to wilt in the big game, and was successful more because of the Weis system than because he is a stud QB, imho.
Hill and Allison are both serviceable WR's this far down in the draft. Hill is the more reliable, but probably not the eventual #1 or #2 WR potential we need, so I prefer Allison, even though he is more prone to lapses and drops. Stretching the field a bit is important. Still, Hill could get the nod since with Welker gone we need a solid slot receiver.
