I think you have to spend up to 89% of the Cap and they will probaly extend a couple of players, along with who ever else they sign, Free Agency is starting to slow down already after 4 days.
 
Found this scouting report after he was drafted:

Mitchell was a productive two-year starter for the Wildcats. He is a short, athletic interior defender who is best when in a stunting mode. His best asset is his initial quickness, which enables him to gain leverage on larger blockers to penetrate the line of scrimmage. He lacks great power to anchor versus double teams but understands angles and plays with good pad level to be effective in most one-on-one situations. He flashes good initial punch, but needs to become more active with his hands to disengage to the ball. Mitchell flashes as a pass rusher but needs to expand his initial moves and counters to be a consistent contributor at the next level. Mitchell is a bit of a project with only two years' experience as a defensive tackle after converting from tight end. He could be a versatile player as an interior lineman in an even front while having added value as a possible lead blocker in short-yardage and goal-line situations.

Over a 4 year period. Unused cap will roll over until 2016.

What are team minimum cash spends?
Under the current CBA, Clubs have minimum cash spending requirements. For the years 2013-2016, Clubs are required to spend an average of 89% of the Salary Cap over the four-year period. League-wide, Clubs must spend an average of 95% of the Salary Cap over the four-year period.

We are still going to be cutting into this cap money......still a couple of O-linemen to secure and a running back....so we will eat some of this up.

You can also accelerate payments and pro-rated bonuses to eat up cap space as an additional option, which although rarely used, is an option that is available.
 
If it was the SAME offer then the fact that FLA doesn't have state income taxes unlike California, and hence he's going to keep more of his money here, didn't enter into it....right....no it was the scheme....really it was.
 
and good lord has streif given the team the cold shoulder...roll most that cap to next year now...we've pretty much missed our window on impact players now...a few exceptions

I know teams have to spend a certain percentage of the cap, do you know what that percentage is?
