why would they want to franchise tag a backup quarterback?

Because he is a hot commodity worth possible trade value but to franchise him is risky for them, now he can just walk and they get nothing.
 
If the Packers were to franchise tag Flynn, he would probably sign the offer sheet before the ink was dry. 14 mil guaranteed just to hang around for one more season. Way too big of a gamble for the Pack to try to get what would probably amount to a 2nd rd pick. Heck, they will probably get a 3rd rd compensatory pick anyway.
 
i thought i heard somewhere that finley would get a wr franchise tag because he lined up wide x amount of %. which would be a heckuva lot higher than the te tag.

Flynn won't be competing with anyone. If he's signed then he's the starter.
 
Most fans want Manning but Philbin has to go with the QB he is comfortable with and wants to start his HC career with.

Flynn all day. Manning is done and everyone knows it. Even if Manning comes back the risk is too high. I am confident Philbin is the coach to lead us in the right direction.
