Give option to not post new thread until poll is added

Sometimes, it just takes longer than 5 minutes to figure out what options one wants to add to a poll, especially if one changes their mind or if one wants to add a lot of options.

Figure out one's options first.

If one changes their mind, or wants to add more, then the problem is on one's end. :)
