This is the plan, according to writer Mike Tanier:

3. Draft Zack Martin for LT.
4. Draft Jawuan James for RT.

6. Don't make a Jeff Ireland move by shopping like crazy in Free agency and not resigning your own vets.
7. Have Bill Lazor work his magic with the RB's and WR's already on the roster.

Basically, as you pointed out, the GM is following this scenario. It seems well thought out.
With a stronger Oline, the team should improve across the board. The defense will be off the field, and scoring should improve.
The part about the article that I didn't like was the continued shots at the organization, and the coddling of Martin.

I didn't notice the shots, because I'm used to reading them everywhere. In any case, respect is earned, and we have to do that.

But yes, we are basically following this plan. Except for the LT, we did get one in FA, but we needed to do that. It gives us more flexibility in the draft. Like he said, we might have found ourselves desperate and having to trade UP to get a starting left tackle.
