AFAIK they meant:
Split End/WR - 86 Oronde Gadsden, 87 Dedric Ward, 88 Jeff Ogden

Flanker/WR - 84 Chris Chambers, 80 James McKnight, 17 Sam Simmons

I've never understood the difference between the 2, can someone explain it to me?

Muck is right - Burnett would not hold up during an entire season as a starter. The only way to maximize his use is in spot duty as a pass rusher. D-Bo will have to improve a hell of a lot to be a big factor on anyone's line. They pulled the trigger on the Williams trade to put him in there as a starter - do doubt in my mind.
