IYO, which is the most important? For this team rank the HC, OC, and DC in having the biggest impact on the teams success?

Well, the HC would implement the OC and DC, and since OC and DC are equally important, it'd be the HC (who also implements the STC).

It depends on the head coach. Just to look at 2 Super Bowl winning coaches from recent history:

Mike McCarthy runs the Packers offense. He oversees the final gameplan each week, runs the offense in practice, calls the plays, etc.

John Harbaugh, on the other hand, gives his coordinators a lot more autonomy, similar to what Joe Philbin did here. He 'makes suggestions,' but he lets his coordinators run their units all week and call the plays on gameday.
