Popular in rap culture because the broken neighborhoods had no heros that looked like them, to look up to except the drug dealers and pimps (only people in the neighborhood making big money). That lifestyle obviously breeds felons, so the style had in jail, comes out on the street, kids follow the heros, kids turn into rap stars, and here we are with Justin Bieber following the trend. Unfortunately it's only thugs.

Actually Tommy Hilfiger was the first designer to put his name on underwear like this because he saw it as free advertising in the hood. Now they all do it.
