In 2009, McCown and Henne switch places.
I'm not a Henne hater. I think he belongs in the NFL. However, the reason I think the line up comes out this way is due to development and timing.
Realistically, I don't see Henne sniffing the field this year. This isn't because he doesn't belong, or that he won't be a good QB. The fact is, for a rookie to come in and start, well, it doesn't happen very often, and I don't think it happens this year.
With that assumption said, it comes down to development. Beck has the tools, and he has a year under his belt to adjust to the speed, stress, etc. of playing in the NFL. I believe we will see that there isn't a significant difference in the performance between Beck and McCown. If that is the case, the coaches will go with Beck because he has more potential to progress significantly, while McCown has probably already gone through his growing pains. (However, if McCown seriously outplays Beck, then he will start and #2 is up for grabs in 2009).
So if Beck starts and plays throughout 2008, he will be gaining experience, and will have every chance to progress. Unfortunately, Henne won't be progressing at the same rate as a backup.
I think that both may get their chance to shine, but in order for Henne to win the job, Beck has to fail first. I think Beck had a rough 1st year, but he has tools, no one doubted that last year. With an improved team, he'll probably get a little more time to throw, and he will have a better Oline, recievers, and RBs. The offense is young, but there is a lot of potential.

Fact is, they were both drafted around the same place in the draft, they probably are not significantly different in skill sets, ability, or potential. If they were drafted in the same year, the #1 would be truly up for grabs. But Beck will get his shot 1st due to timing.
