Here is their latest blurb about Bush being the starter:

Coach Tony Sparano confirmed Tuesday that Reggie Bush is the "starting running back" for the Dolphins.

"Reggie Bush is going to be the first runner out the gate here," said Sparano. "I mean he's going to be the starting running back." ESPN's Adam Schefter reported as much late last week, and Sparano's comments would seem to cement Bush's status as the lead back with an expected 15 touches per week. I think Thomas has struggled a little, but I think Bush being named the starter has more to do with the fact he has been awesome so far.
