Is it true that a player left on the parctice squad can be signed at anytime by another team...? What exactly are the rules because if this is the case..., I doubt kj harris will be placed on the "squad"...
 
Yes, I'm almost positive that any other team could sign a player from our practice squad just like we can sign any player from another team's practice squad. I don't think there's anyway that we leave Kay Jay Harris on the practice squad. I think he'll make the team, and the big question will be... will he be 2nd or 3rd string.
 
It is true, but usually it works like this. The player on a practice squad is contacted by another team and offered a contract. The player or their agent calls the team on whose practice squad they are on and tells them that they have been offered a contract. It gives the practice squad team a chance to sign them before moving one.

As long as you have a good relationship with the practice squad player and room on your roster, you usually have a chance to get them before they move on.
 
The only stipulation with signing a player from another team's practice squad is that they have to be signed to your ACTIVE (53-man) roster.

But the team signing them away will put them on the active roster (by rule) and that oppritunity would usually be enough for the player to leave his practice squad spot with one team and take an real roster spot with another team.
