Is this a penalty?

I'm seeing people question it on Twitter and I've never really thought about it. Can a coach be penalized for running on the field to call a timeout? I know McD did it and there was no penalty. Is it a rule and do refs generally not enforce it?

You see it every year. If it's a penalty, you never see it called and numerous coaches do it.
