ESPN reported that part of Garrett's pitch for the Ravens job involved hiring Cameron as his offensive coordinator. Former Dolphins defensive coordinator Dom Capers was mentioned as his possible defensive coordinator

On local tv here in MD, the reporter (sorry, don't remember what channel) implied that the reason Garrett left Baltimore was because of the contract. He wanted an extra year of protection for himself and Baltimore didn't want to extend the deal that far. They weren't more specific than that. So to your point, it didn't seem as though his proposed choice for OC & DC were the problem.
