Arthur Staple, of New York Newsday, reports a person familiar with the negotiations said the <A href="http://www.kffl.com/team/26/nfl">New York Giants did not significantly increase their previous offer to free-agent PK Jay Feely (Giants), so Feely will not return to the team.
