Jayson Foster - qb?

So I've been watching alot of Jayson Foster videos. I still dont understand why he's listed as a QB. I know we're going to use him as a return specialists and receiver. But even in the videos, he takes some direct snaps, but mostly is used as a Running Back and Wide Receiver. I saw a #14 playing quarterback most of the time. Foster completely undersized for QB in the NFL so shouldnt they just list him as a Wide Receiver ? Not one video showed him throw a pass.

thats the offense georgia southern runs, its pretty much 3 running backs. spead option the entire game. we played them this last year and he ran the ball 15 - 20 times and threw it 5 times. they just don't pass the ball at all
