Philbin is wrong there. Granted the Packers don't dive into free agency much but maybe he was just referring to the offense.
On April 26, 2006, Charles Woodson and the Green Bay Packers reached a 7-year contract agreement that could be worth as much as $52.7 million with bonuses and incentives.
The quote was actually in reference to JUST the offensive side of the ball.
Here is the quote:
...remember you’re talking to a guy that I think in nine years offensively in Green Bay we never had one guy come in there as a free agent and really contribute.
