Drafting a QB in rd 1 means another year out of the playoffs. Miami has many needs and drafting #20 usually does not translate to a franchise QB. Yes, I know Marino was drafted around #28, but how often has that happened. Many solid, franchise type QB's are found in later rds and take just about the same time frame to develop. (i.e. Brett Farve was a 2nd rd pick, Brady was a 6th rd pick). Miami should take "best player available" in rd 1 as it applies to needs OL, DL, WR, DB.
