Believe it or not, there is more to being a good GM than just evaluating the College players going into the Draft. There is also a lot that goes into ongoing evaluation of existing NFL players on all teams. There is a different skill in managing a Scouting Department and evaluating college players. If a proposed trade of an NFL player for a Dolphin, the GM is responsible for negotiating the deal with the other GM. I have no knowledge whether Todd can negotiate or not.
Of the media guys that we see, I have more time for McShay's comments on certain college players than most of the others, because he really does try to evaluate the college players instead of just listening to the hype from certain other media guys. However, he would not be considered a suitable candidate for GM. He is probably paid extremely well for his ESPN work. A big part of his job is looking good and sounding good on TV.
