Will getting capable LBs fix this issue? Or maybe the DL is overrated too?

Which do you think is more of the problem? An "overrate DL?" or a practically non-existent LB corp? Let me help you further your thoughts before you provide an answer OP.
Compare Miami's DL to others in the NFL. Now, compare our LB group to others in the NFL.
Both units will most likely get overhauled this offseason
You asked "or" that response is "both" Secondly, I guarantee you, one of those groups will more or less be untouched. While the other group is "overhauled" can you guess which is which?

Miami Dolphins promote LB coach Matt Burke to Defensive Coordinator
When the season started I said I was afraid that the scheme could not hold up against the rush. That proved to be right. We have to close the gaps and get back to a more traditional 4-3.LB is the biggest issue. DL has to do better with maintaining their gaps

Combination of LBs and the D-line. Our LBs are abysmal, our DEs can't set the edge vs. the run and we have mediocre guys at DT outside of Suh.
Couldn't have said it any better. We have ONE guy in our front 7 that can play the run(Suh). The DE's only want to pass rush but in order to do that you have to stop the run first.
